Mamuju, Sulbarkita.com -- Department of Fisheries and Marine Affairs, West Sulawesi Province re-worked on the development project of the Palipi Archipelago Fisheries Port (PPN) in Sendana District, Majene Regency. It is planned that the project will begin in July 2019 and is targeted to be completed by 2020.

"Currently the project is in planning," said Head of the Fisheries and Maritime Affairs Office, West Sulawesi Province, Parman Prakkasi to Sulbarkita.com in his office on Wednesday June 26, 2019.

The budget plan for the Palipi VAT development project through the State Budget (APBN) is Rp. 7,683,606,113.08. The budget is sourced from the Ministry of Maritime Affairs and Fisheries.

Parman said the central government had a moratorium on the project due to building design errors and corrupt practices in the process.

"Some people have been detained by related parties due to the port project corruption case. PPN Palipi is also a copy paste from the port design in Gorontalo Province so that the port building is not as expected. All of that was revealed in court at that time," said Parman.

As a result of the abandoned development, Parman has tried to convince the central government to re-disburse the Palipi VAT budget so that the construction can be completed soon. "We are seriously trying to handle this project so that there is no mistake. "The port must immediately function for the welfare of the West Sulawesi people," he said.

Parman added that the plan around the port would also be to build a rest area or resting place for seafarers. "So they will be able to stay at that place later to enjoy the natural beauty of Palipi," he said.

In line with that, the Acting Technical Implementation Officer (PPTK) of Palipi PPN development, Rusman hoped that the project could improve the economy of the West Sulawesi community, especially in the fisheries sector.

For this reason, said Rusman, the agency will provide infrastructure to attract fishing communities operating in the port. "There will be special fuel for fishermen and ship docking as well as facilities that lead to the fishing industry such as fish processing equipment," he told Sulbarkita.com, Thursday, June 27, 2019.

Furthermore, Rusman explained, PPip Palipi will be built by a breakwater which serves to protect ships from ocean currents and waves. "So a ship leaning on a port is protected from direct waves from the west. Now experts from Unhas are studying," he said.

At present, the West Sulawesi Fisheries and Marine Service Office has presented a number of marine experts from Hasanuddin University (UNHAS) Makassar to conduct academic studies of development projects budgeted by the central government through the Special Allocation Fund (DAK).

When confirmed, Coastal Engineering Expert Sabaruddin Rahman explained the problems arising at the port location according to his research in the field. The Unhas Marine Engineering Study Program lecturer and his colleagues found soft soil sediments at minus minus 10 at the port location.

"It happened because the location of the port was close to the river which brought mud land and settled for tens to hundreds of years at that location," Sabaruddin said.

Continued Sabaruddin, the soft soil could cause buildings to collapse because the soil resistance is not strong. Not to mention the high wave conditions that occur at certain times which can hinder port construction. "The next stage of development must be more careful," he said.

 

Corruption of the Palipi VAT

Development Project The construction of the Palipi PPN with a budget of Rp. 18 billion was a problem due to a corruption case involving the top officials of the Majene Regency Government. At that time, Majene District Prosecutor's Office officially detained three suspects in the alleged corruption of PPN Palipi construction on Friday, May 13, 2016.

Reporting from Kompas.com, Friday, May 13, 2016, the three suspects were Alamsyah and Graha Satra Aditya Zein. Another suspect, former head of the National Unity and Political Unit (Kesbangpol) Majene, Ahmad Hasan who had been arrested earlier in the case of land acquisition for the national project.

Alamsyah is a committee for auctioning goods and services at the Department of Marine and Fisheries, West Sulawesi Province, while Graha is a consultant planner.

From the results of the audit of the Supreme Audit Agency, there are indications of state losses of Rp. 470 million.

Until Tuesday, June 20, 2017, the Mamuju Corruption Court (Tipikor) sentenced six defendants namely, Ahmad Hasan, Alamsyah, Graha Sastra, Muhammad Hayat Manggazali, Nawir Fachdan and Ilham Mustari and the corporation (company) PT Fatimah Indah Utama as the project executor with total state losses reached Rp 1,366,796,147.10.

PPip Palipi is a project budgeted by the Ministry of Maritime Affairs and Fisheries in 2012. As a result of the case, the central government finally memorized the project from 2013 to 2015.
